cb28d4b50d RDMA/mlx5: Fix port number for counter query in multi-port configuration

Set the correct port when querying PPCNT in multi-port configuration.
Distinguish between cases where switchdev mode was enabled to multi-port
configuration and don't overwrite the queried port to 1 in multi-port
case.

eaf2d71ba7 RDMA/mlx5: Relax DEVX access upon modify commands

Relax DEVX access upon modify commands to be UVERBS_ACCESS_READ.

The kernel doesn't need to protect what firmware protects, or what
causes no damage to anyone but the user.

As firmware needs to protect itself from parallel access to the same
object, don't block parallel modify/query commands on the same object in
the kernel side.

This change will allow user space application to run parallel updates to
different entries in the same bulk object.

7a3cf54663 IB/mlx5: Fix rdma counter binding for RAW QP
[ Upstream commit c1336bb4aa5e809a622a87d74311275514086596 ]

Previously when we had a RAW QP, we bound a counter to it when it moved
to INIT state, using the counter context inside RQC.

But when we try to modify that counter later in RTS state we used
modify QP which tries to change the counter inside QPC instead of RQC.

Now we correctly modify the counter set_id inside of RQC instead of QPC
for the RAW QP.
