35c0601a6a net: sched: consistently use rcu_replace_pointer() in taprio_change()

According to Vinicius (and carefully looking through the whole
https://syzkaller.appspot.com/bug?extid=b65e0af58423fc8a73aa
once again), txtime branch of 'taprio_change()' is not going to
race against 'advance_sched()'. But using 'rcu_replace_pointer()'
in the former may be a good idea as well.

3cba57a6fb net/sched: taprio: always validate TCA_TAPRIO_ATTR_PRIOMAP

If one TCA_TAPRIO_ATTR_PRIOMAP attribute has been provided,
taprio_parse_mqprio_opt() must validate it, or userspace
can inject arbitrary data to the kernel, the second time
taprio_change() is called.

First call (with valid attributes) sets dev->num_tc
to a non zero value.

Second call (with arbitrary mqprio attributes)
returns early from taprio_parse_mqprio_opt()
and bad things can happen.
